Korean Graduate Students Association at Columbia University (KGSA)
Article I. Name and Object
Section 1. The name of this association is Korean Graduate Students Association at Columbia University (KGSA).
Section 2. The objectives of this association is
(a) To promote a better understanding about Korea and Korean culture within the university and the community.
(b) To promote the common interest of the members.
(c) To demonstrate collectively the interests of the members toward the Columbia University and the community.
Section 3. The activities of the association shall be those appropriate to the accomplishment of the objectives of the association.
Section 4. For the purpose of the Constitution, " Columbia University" refers to all the educational institutes affiliated with the Columbia University.
Article II. Membership
Section 1. Regular membership of the association shall be open to all Columbia University graduate students in degree programs, post-doctoral fellows, and medical residents who are of Korean ancestry.
Section 2. Affiliate membership of the association shall be open to all alumni, families of a regular member, faculty, staffs, and other visiting scholars affiliated to Columbia University.
Section 3. All members shall have the right to participate in the activities of the association and shall be required to fulfill the obligation of paying annual membership-dues. Only regular members shall have the right to vote and shall be eligible for elected offices of the association.
Article III. Organization
Section 1. The association shall have the following organizations: Assembly, Board of Representatives, Executive Committee, and Clubs.
Section 2. The association shall have the following officers: President, Vice-President(s), Secretary, Treasurer, Manager(s), and others.
Section 3. President shall be elected by direct and secret ballots in a duly convened general assembly.
Section 4. Any regular member in good standing may be nominated from the floor. A nominee shall be elected to the office; (a) upon receiving two-thirds (2/3) of the members present and voting if there is only one nominee and (b) upon receiving a simple majority of the members present and voting if there are more than two nominees.
Section 5. No person may be re-elected as President.
Section 6. (1)The President, upon approval from the Board of Representatives, shall appoint the Vice-President(s). (2) In the event that the Board of Representatives is unable to meet in order to approve the Vice-President, the President shall have the power to appoint the Vice-President. Thereafter, the President must give notice to the Board of Representatives, of the appointment of the Vice-President, at the first convening of the Board of Representatives Meeting.
Section 7. The President, upon consultation with the Vice-President(s), shall appoint the positions of Secretary, Treasurer, Manager(s), and all other officers.
Section 8. The term of office of all the officers shall be one year from the first day of June to the end of the following May.
Article IV. Executive Committee
Section 1. The Executive Committee shall be formed by all officers.
Section 2. The President shall be the chair of the Executive Committee.
Section 3. The Executive Committee shall make day-to-day decisions, report the finance and activities to the General Assembly and the Board of Representatives, and conduct the activities of the association.
Section 4. The Executive Committee may submit amendments to the Constitution to the Board of Representatives and the Assembly.
Section 5. The President shall have authority to make the final decision upon consultation with the Executive Committee members.
Section 6. In the absence of the President, the Vice-Presidents shall assume the duties of the President.
Article V. Board of Representatives
Section 1. The Board of Representatives shall be formed by following members: President; and the Representatives of each school.
Section 2. The schools are as of the official schools of the Columbia University.
Section 3. A meeting of the Board of Representatives shall be convened by the President or a group of three or more Representatives.
Section 4. The President shall be the chair of the Board of Representatives.
Section 5. The Board of Representatives shall discuss and make decisions on following issues: approval of the appointment of the Vice-President(s), approval of the report in activities and finance submitted by the Executive Committee, approval of honorary membership, approval of membership dues, and other important matters raised by the Board members.
Section 6. The Board of Representatives shall discuss amendments to the Constitution submitted by the Executive Committee.
Section 7. Due notice of a meeting of the board of representatives shall be given to all members at least one (1) week prior to the day of the meeting.
Section 8. At any sessions of a duly convened meeting of the board of representatives, the decision shall be made upon receiving simple majority of the members present.
Article VI. Assembly
Section 1. A general assembly shall be convened by the President during the month of September and the following May.
Section 2. In the general assembly, election for the President, approval of amendments to the Constitution, and decisions on other crucial matters shall be made.
Section 3. A special assembly, which assumes all the authorities and functions of the general assembly, may be formed by the decision of the Board of Representatives.
Section 4. Due notice of each assembly shall be given to all members at least one (1) week prior to convening of the assembly.
Section 5. At any sessions of a duly convened assembly, the members present shall constitute a quorum for the transaction of business.
Article VII. Clubs
Section 1. The association may have official clubs and support their activities.
Section 2. An official club shall be established and maintained upon approval by the Board of Representatives.
Section 3. The objective(s) of a club must be appropriate to those of the association.
Section 4. The activities of a club should not jeopardize the reputation of the association in any negative manner.
Section 5. All members of the association have the right to join any of the clubs. The clubs shall not have the right to reject any member of the association from joining, nor shall it have the right to limit the number of club members.
Section 6. A club shall have a leader elected, and the leader takes the responsibility of registering and maintaining the club.
Section 7. When a club remains inactive for a semester and/or violates any of the rules above, the Executive Committee reserves the right to rescind the privileges of the club.
Article VIII. Financials
Section 1. All financial activities will be handled by the Treasurer upon approval by the President and the Executive Committee.
Section 2. An accounting ledger shall be kept by the Treasurer with all financial activities recorded.
Section 3. Expenses incurred by the association will be met by the membership dues and money raised through fund-raising activities.
Section 4. Membership dues will be determined by the Executive Committee upon approval by the Board of Representatives.
Article IX. Korea Forum
Section 1. The association shall hold "Korea Forum."
Section 2. The objective of Korea Forum is to promote better understanding of issues relating to Korea by providing an arena for exchange of ideas from diverse viewpoints.
Section 3. The Korea Forum shall be held by the Executive Committee at least two sessions a year.
Section 4. During each session, the speaker shall lecture on various issues of relevance to Korea and engage in an open discussion with members of the audience.
Article X. Mailing List
Section 1. The association shall have a mailing list.
Section 2. The subscription to the mailing list shall be open and limited to all members of the association.
Section 3. The contents of the mails sent to the mailing list shall be determined by the Executive Committee as according to the objectives of the association.
Section 4. The Executive Committee will ensure that the mailing list will not be distributed so as to compromise the privacy right of the members of the association.
* Robert’s Rules of Order shall govern all procedural matters not covered by this Constitution.
